DOST-PCAARRD TTPD official visits RAISE Eastern Visayas for intensified monitoring and assessment

The Department of Science and Technology - Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development’s (DOST-PCAARRD) in collaboration with the Visayas Consortium for Agriculture, Aquatic, and Natural Resources Program (ViCARP) organized a 5-day long site visit and monitoring of PCAARRD-funded technology transfer projects entitled “Regional Agri-Aqua Innovation System Enhancement (RAISE) Program” in Eastern Visayas from July 17-21, 2023.

Dir. Noel A. Catibog, the Director for DOST-PCAARRD’s Technology Transfer and Promotion Division (TTPD), graced his presence in touring the Samar-Leyte SUCs which are key partners of the RAISE Program in the region. He was accompanied by Ms. Mary Ranzelle A. Pasang of TTPD and Mr. Ryan Lawrence Polinag from the Council’s Socio-Economic Research Division (SERD). The program team of the RAISE Eastern Visayas spearheaded by the Vice President for Research Extension Innovation and VICARP Director, Dr. Maria Juliet C. Ceniza together with Ms. Elmera Y. Bañoc and Ms. Mary Jane Acosta Serida of Visayas State University (VSU).

From July 17 to 19, the University of Eastern Philippines (UEP), Eastern Visayas State University (EVSU), and Biliran Province State University (BiPSU) conducted their unveiling ceremonies for their Intellectual Property and Technology Business Management (IPTBM) office markers respectively. The said IPTBM markers signified tangible proof of the partner universities’ efforts of technological advancements for sustainable growth, development, and innovation. IPTBM Project leaders and staff led by UEP’s Dr. Karina Milagros C. Lim; Dr. Pearl Aphrodite B. Carnice of EVSU; and Dr. Marianne Agnes T. Mendoza from BiPSU attended the ceremony to show their commitment and dedication in strengthening the IPTBM sectors in the region.

In between such momentous events, Monitoring and Evaluation (M&E) of TTPD projects was another feature of this leg. Samar State University (SSU) and Southern Leyte State University (SLSU) were part of the IPTBM site visit for M&E activity to assess the progress and effectiveness of the RAISE IPTBM projects led by these two universities. This meant that projects implemented under the program would have a strong foundation and continued support to accomplish their objectives and goals.

Moving forward to the highlights, the Year 2 Semi-Annual Review of the RAISE Program in Eastern Visayas was conducted on July 20, 2023 at VSU, RDEI Hall, OVPREI Building, Baybay City, Leyte. VSU headed this review since it is the home of the RAISE Program in Eastern Visayas. Notable key figures such as Director Noel A. Catibog with the M&E Team, Dr. Daniel Leslie S. Tan, Vice President for Administration and Finance of VSU, and Engr. Florentino L. Quinones, Jr. of DOST Region VIII took part in the said event.

The whole morning consisted of various Project Teams who presented their respective project accomplishments, namely; The Regional Intellectual Property and Technology Business Management of the SSU led by Engr. Raven T. Tabiongan, represented by Dr. Vivian L. Moya and Engr. Fernando S. Macabare III. Other sub-component projects’ presented IPTBM in BiPSU led by Dr. Marianne Agnes T. Mendoza; IPTBM in EVSU led by Dr. Pearl Aphrodite B. Carnice; IPTBM in SLSU led by Dr. Mevin S. Sarsale; IPTBM in UEP led by Dr. Karina Milagros C. Lim represented by Mr. Jessie Gento; and the IPTBM in VSU led by Ms. Maria Louella C. Tambis.The Regional Agribusiness Hub (ABH) of VICARP led by Dr. Moises Neil V. Seriño, represented by Ms. Crislin B. Cruz. The Regional Agri-Aqua Technology Business Incubator (ATBI) led by Prof. Marlon M. Tambis; and the Regional Knowledge Management (KM) of VICARP led by Dr. Ceniza.

Aside from the review, the whole-day activity also featured the launching of the Regional Agri-Aqua Technology Business Incubator (ATBI) Manual led by Prof. Alan B. Loreto, the VSU Director for Innovation, together with Prof. Tambis, the Regional ATBI Project Leader and Assistant Director for PhilRootcrops. Likewise that afternoon, the Recognition and Graduation Ceremony for the participants of the Regional Intellectual Property Master Class (IPMC), Agribusiness Master Class (ABMC), Technology Promotion Mentorship Series (TPMS), and Technology Commercialization Mentorship Series (TCMS).

To wrap everything up, a site visit at Regional ATBI Office, Agribusiness Hub, IPTBM Office, Knowledge Management Unit and Office of the RAISE Eastern Visayas in VSU, and Five Shepherds Can-ipa Baybay City, Leyte concluded the long week event for DOST-PCARRD and VSU officials: Dr. Maria Juliet C. Ceniza Vice-President for Research, Extension and Innovation; Prof. Alan B. Loreto, Director for Innovation; and Prof. Marlon M. Tambis, Asst. Director for PhilRootcrops. On the same day the official launch of the VSU ATBI Marker and RAISE IPTBM Marker. DOST-PCAARRD Executive Director Dr. Reynaldo V. Ebora in his speech during the #AbanTeknolohiya; the “Launching and unveiling of Marker serves as a testimony to the enduring commitment, partnership and collaboration between the government and the academe in building a competitive and more vibrant innovation ecosystem.”
